About the California Energy Investment Center
* The CEIC was approved as an EB-5 Regional Center by the U.S. Citizenship and Immigration Service on August 11, 2009.
* The CEIC currently has Alternative Energy projects in California’s Central Valley; our geographic scope approved by the United States Citizenship and Immigration Services (USCIS) includes Merced, Madera, San Benito, Fresno, Kings, Tulare, Kern, San Bernardino, Riverside, Stanislaus, and Imperial. All counties are located in Target Employment Areas (TEAs)…areas of high unemployment and qualify for the $500,000 investment threshold.

* The CEIC’s Chairman, Dr. Joseph J. Penbera is a well-known economist and member of the National Association of Forensic Economists and the Financial Executives Institute. Dr. Penbera was appointed a Senior Fulbright Scholar in Economics, and served in the Office of the Senior Economic Advisor to the President of Poland. His research on alternative energy includes comprehensive studies of ethanol and corn production, and the economic and business implications for transition from fossil fuels. Dr. Joseph Penbera has been the lead economic consultant for EB-5 Centers in California, Florida, Texas, and Nevada. Dr. Penbera has also prepared hundreds of certified job creation opinion letters accompanying successful I-526 and I-829s.
* The CEIC has offices in Cupertino in the Silicon Valley of California, in Fresno in the Central Valley, and near Sacramento, the State Capitol.
