The I-924 is USCIS' attempt to focus your efforts into producing a Regional Center Proposal that meets the requirements for designation. Expect it to be revised before too long.

Form I-924 will be required in all new Regional Center designation or amended filings as of November 23, 2010. The form is designed to improve USCIS Regional Center data collection efforts.
