It involves a scheme to have aliens buy units at a new resort. The problems mainly stem from the structure of the investment vehicle and that of course tracks back to the underlying concept that was dreamed up by someone who only saw $$$$ and had no clue about the fundamentals of EB-5.
It boils down to trying to pass off a home purchse as an "at risk investment". This is on parr with a house-flipping scheme. No, I take that back. It is even worse than a house flipping scheme!
This could be an underlying cause of the alleged "adjudication hold" rrumours. It could be that perhaps a few denials may have been certified to AAO while cases with similar issues may have been held awaiting the outcomes plus waiting for the final results of any challenges to them. It's just a guess--don't take it as gospel truth!
