I became a "Document Library Manager" (DLM) for a Regional Center and uploaded documents for its 1st Deal Package. In the course of doing so, I ran into "technical issues" with ELIS. I submitted an inquiry asking for help on January 26, 2015, then patiently waited, and waited. When my patience ran out, I spoke out about the problems with ELIS and said that I understood the reluctance to even give it a try.
Of course, I spoke out on the EB-5 Roundtable Teleconference hosted by ILW on February 24, 2015. I received a response from USCIS on February 26, 2015. It included an attached document with 56 pages/slides and then I got a follow up telephone call on Feb. 27, 2015. Certain remaining technical issues will be further addressed due to that call.
I added a little bit to the item that was sent and am posting it in as the attachment: "USCIS ELIS EB-5 Regional Center Document Library Presentation". Hopefully, it will be of help to other Regional Centers as they attempt to create their own Document Libraries and Deal Packages.
Of particular note and importance, there is a new EB-5 Form that will be generated by ELIS. It is the I-526A (Attestation). When the investor goes to view the Deal Package and accepts it as accurate, the new I-526A can be printed for signature and then may be scanned and uploaded if filing the I-526 via ELIS or it may be included in the manual, paper filing instead of submitting all those redundant pages.
The potential exists to save investors from having to submit perhaps up to 1,000 useless pieces of paper EACH. Please, do the math. For example, the remaining investors for the project that my RC client is sponsoring is expected to be 20,000 pages saved!
